Saving money?

Is the Douglas Administration saving money by printing void on the 2nd registration tag & sending a printed postcard to tell you about it? In an effort to make cutbacks in state government, the DA announced that they would only mail out one registration sticker. Sounds brilliant, doesn't it? So, the one sticker came in the mail with a postcard announcing it's arrival (cost to print postcard?) and below the valid sticker was one that had VOID printed on it. Can you please explain how this is a cost savings?
